COTTONWOOD SHORES — Changing a personnel policy to give city jobs to felons 10 years after their conviction is getting a thumbs up from the City Council.

The council still has to formally adopt the policy. The issue became contentious after former interim police chief and Place 4 council candidate Frank Smith raised issues about two residents with felony convictions from more than a decade ago serving as city volunteers.
