Horseshoe Bay preparing budget, unchanged tax rate

Horseshoe Bay is preparing its budget for the 2026-27 fiscal year, with spending expected to decrease slightly while the city keeps its property tax rate unchanged.

The proposed budget will be discussed during the Tuesday, Aug. 25, City Council meeting at 3 p.m. at City Council Chambers, 9101 W. FM 2147, where residents can participate in a public hearing.

The proposed budget includes $45.16 million in expenditures, about $1 million less than the $46.19 million budget adopted for 2025-26. The city expects $41.44 million in revenue, including $8.31 million from property taxes and $3.48 million from sales taxes.

The proposed property-tax rate is $0.26775 per $100 of property value, the same rate used for the past three fiscal years. The city expects to collect $711,949, or 6.28 percent, more in property-tax revenue than under the current budget, with $198,159 of that increase coming from new property added to the tax roll.

The general fund, the city’s main operating fund, includes $19.3 million in operating expenditures and capital purchases for police, fire, animal control and administration.

The capital projects fund includes about $8.3 million for projects such as paving new streets, resurfacing existing streets, the City Center and Fire Station 2, and other non-utility capital projects.
