Horseshoe Bay has appointed Paul Nelson as its official police chief, ending a months-long search following the resignation of Jason Graham in April.

Nelson joined the Horseshoe Bay Police Department in 2020 and has served as assistant police chief since June 2024. He previously spent 23 years with the Burnet Police Department, including 13 years as police chief, before retiring in March 2020.

The search began after Graham resigned in April, ending a 25-year career with the Horseshoe Bay Police Department. Graham joined the department as a patrol officer after graduating from the police academy and served as chief for his final two years.

Nelson was appointed as the interim police chief in April following Graham’s resignation.

In May, the Horseshoe Bay City Council approved hiring the Texas Police Chiefs Association to conduct an organizational assessment, assist with recruitment, and provide leadership transition support.

The applicant pool was narrowed to five finalists in September, with final interviews conducted before Nelson’s selection in the Oct. 13 council meeting.

  1. Congratulations to Paul Nelson on his selection as Police Chief of Horsehoe Bay. He has proven himself to be an extraordinary law enforcement leader in the Highland Lakes area for the past several decades, supportive not only of his officers, but of every community he has ever served. In addition, he is a kind, generous soul who works relentlessly to keep his community safe. Unquestionably, he is a one of a kind leader.
