Horseshoe Bay adopts $47.04 million budget; unchanged tax rate

Horseshoe Bay City Council approved on Tuesday, Sept. 15, a $47.04 million budget for the coming 2026-27 fiscal year. The budget keeps the city’s property tax rate unchanged while projecting increased property-tax revenue from rising property values and new construction. 

TAX RATE

Horseshoe Bay’s property tax rate for 2026-27, which starts Oct. 1, is $0.26775 per $100 property valuation, the same as the past three fiscal years. However, the new rate will raise about 6.28-percent more in property taxes, an expected $711,949, than last year due to a rise in assessed property values and new construction in the city.

According to the budget, the city expects $12.47 million in total property-tax revenue, including about $8.86 million in maintenance-and-operations property taxes for the General Fund.

BUDGET 

The 2026-27 budget calls for $47 million in expenditures, about $854,000 more than the $46.19 million budget adopted for 2025-26. The city expects $42.91 million in revenue, including $3.32 million in sales-tax revenue, along with revenue from property taxes, utilities, transfers from other funds, “other sources,” and several smaller items.

The general fund includes about $18.28 million in operating expenditures and capital purchases, which pay for most city operations, including administration, police and fire services, and animal control.

The Capital Projects Fund includes about $4.25 million in expenditures for non-utility capital improvements.

DEBT

Horseshoe Bay carries about $32.07 million in outstanding debt obligations. The debt consists of bonds and other obligations issued by the city to fund various projects.

About $5.6 million in tax-supported debt-service payments are included in the city’s 2026-27 budget.
