Cottonwood Shores takes step toward water system upgrade

Cottonwood Shores is taking a step toward securing state funding for water system improvements that would increase water storage, improve water pressure and provide more water for firefighting.

Cottonwood Shores City Council approved an update to the city’s 2024 Water Conservation Plan during its Aug. 13 meeting. The update is a prerequisite for the city to qualify to submit a full application to the Texas Water Development Board’s Water Supply and Infrastructure Grant program, according to City Manager J.C. Hughes.

The $6.5 million improvements would include a 200,000-gallon tank at the water plant to improve chlorine residual contact time, several new 12-inch water mains and a new 400,000-gallon tank.

The 400,000-gallon tank would increase the city’s water storage capacity and firefighting water capacity from 235,000 gallons to 635,000 gallons while helping reduce low-water-pressure events.

The plan update also addresses water loss, which the city is now better equipped to track through its new digital water-meter system.

Cottonwood Shores replaced all of its water meters and its meter-reading system in December 2025. The new system allows residents to create an online account to monitor their water use by the day or hour and alerts the city when water use suddenly increases, which can indicate a leak.

“This system reporting feature reduces water loss and also catches customer water leaks long before it becomes a huge water bill,” Hughes told DailyTrib.

Even residents without an online account can be contacted by the city if the system detects unusually high water use, allowing staff to alert them to a possible leak.
