Burnet moving forward with paving projects for flood-damaged road and trail

The city of Burnet is moving ahead with two paving projects with the assistance of the Federal Emergency Management Agency to repair a street and trail that were heavily damaged during the July 2025 floods.

During a meeting on Tuesday, July 28, the Burnet City Council selected M&C Fonseca Construction to spearhead the projects, which will pave a portion of Applewood Drive and the entirety of the Haley Nelson Park walking trail with concrete.

The council approved M&C’s bid of $701,456 total, of which the city will be on the hook for roughly $287,000, with FEMA expected to cover the remaining $415,000.

City Engineer Belaj told council that construction must be completed on Applewood Drive within 30 days of the city providing a notice to proceed, and on the Haley Nelson trail within 150 days, earmarking a rough completion date at the end of August and December, respectively.

Belaj added that the original bid for the projects totaled roughly $689,000, but the city decided to tack on an additional $13,000 to upgrade the Haley Nelson trail from asphalt to concrete. The additional funding will also expand the trail’s width from 7 feet to 8 feet, and its thickness from 4 inches to 5.5 inches.

“What we were supposed to do before was use recycled asphalt,” Belaj said. “What we would want to do is pave (the trail) with concrete. FEMA is paying us the majority to install it back to the way it was… but they did not give us any more money for (concrete paving).”
