Deal solidified for Marble Falls development ‘The Highlands’

A $28.2 million construction deal has been sealed on the 254-acre mixed-use development planned for Marble Falls, “The Highlands,” which would run along the Manzano Mile road on the east side of the city.
The development lives up to its mixed-use identity, with plans for 467 single-family homes, apartments, townhomes, estate lots, commercial sites, public parks, and more. The development will border about 1.8 miles of Manzano Mile, across the street from Marble Falls High School and Colt Elementary School.
Construction should begin in September.

Rockspring, the Houston-based real estate development firm behind The Highlands, noted that they chose Marble Falls for their project because of its potential.
“This is a significant step for Marble Falls, which is benefiting from the same growth driving so much of Texas, plus offering a quality of life that keeps drawing families and businesses to this Highland Lakes region,” said David Orr, Regional Director – Central Texas at Rockspring, in a media release.
The firm also shared its perception of Marble Falls as being a part of the “Austin (metro service area), which they described as “one of the most dynamic growth markets in the country.”
Background
Developers have been working with the city of Marble Falls since at least December 2024 on The Highlands, when they applied for the formation of a public improvement district for the project. Their application was approved in February 2025 along with an official development agreement that same month.
Changes were approved to the development agreement in July 2025, making relatively minor adjustments to what was allowed in commercial spaces, the ratio of single-family home lot sizes, and the length of garage setbacks.
The financing for the Manzano Mile Public Improvement District was approved in February of this year, about a year after the PID application was first approved.
